Volcana

Neil – Volcana (T2, E-1, R1)

SYSTEM ASPECTS:

James: Volcana is relatively inhospitable. It’s a seismically hot one, which provides an unexpected boon: the planetary processes generate “focite” high temperature superconductors critical to the manufacture energy weapons, among other things.

Volcana are the technology leaders in the sector. Historically, this was due to tribes culturally favoring both the physically strong and the mentally able. Tribal competition gave way to one dominant tribe, the Magi, which swiftly advanced to the point of discovering slipstream technology fifty years before.

However, technological progress has gradually been slowed down since then by the reigning government, which has a stranglehold on the new discoveries of its citizenry. Only the military knows of the slipstream technology. No one else knows that other human systems exist. The military has seen the disastrous effects that unmitigated use of slipstreams can have (see Celebes), and it is trying to prevent society from reaching that tipping point. The downside is that the arts, literature, and all other forms of cultural expression are stifling in the infernal heat of censorship.

Volcana’s stance towards technology shapes its approach to other systems. In particular, it restricts access to slipstream technology, while cultivating relationships with the less advanced civilizations to make them of like mind and get some sort of cultural influx. The two parts, regulation and relationship-building, represent what Volcana is all about – dealing with one open hand and one behind its back.
